Rawtenstall grew during the Industrial Revolution as new mills were built to process cotton, and the brothers Thomas, David and Peter Whitehead built Lower Mill and Ilex Mill, large houses for themselves at Holly Mount and large numbers of terraced houses for their workers. The town lies where the River Irwell runs through the Rossendale Valley, with moorland to the north, east and south.
