Truro's 18th and 19th-century prosperity from tin mining left elegant Georgian and Victorian townhouses, seen at their best in Lemon Street, named after the mining magnate Sir William Lemon. The city has grown outwards up the slopes of its bowl-shaped valley, taking in Kenwyn, Moresk, Trelander, Newham, Highertown, Treliske and Gloweth, with linear development along the A390 west towards Threemilestone.

As Cornwall's administrative centre, Truro has far more jobs than working residents, with Cornwall Council, the Royal Cornwall Hospital and Truro College among the major employers, so many people commute in. Langarth Garden Village to the west, planned for 8,000 to 10,000 residents, has begun construction, and flood defences including a dam at New Mill and a tidal barrier were built after the 1988 floods.
