Watford spread outwards in the early 20th century, when new roads were laid out on farmland in Callowland, North Watford and West Watford. The council's Harebreaks estate followed in the 1920s, and today the borough is one of the most densely populated districts in the country, with more than 100,000 people in a compact area.
