Irvine is an old royal burgh, given that status in 1372, and in 1966 it was designated Scotland's fifth and last new town. The Irvine Development Corporation built large estates such as Bourtreehill in the late 1970s and Girdle Toll in the 1970s and 1980s, and after the corporation was disbanded, Bourtreehill homes not sold privately passed to the council or to housing associations.

With 33,698 people at the 2011 census, Irvine is the largest settlement in North Ayrshire and the council's base.
