Most of Portsmouth sits on Portsea Island, making it the UK's only island city and one of its most densely populated. Southsea grew from the early 19th century and had expanded with working-class housing by the 1860s, while the Portsmouth Blitz destroyed 6,625 houses. After the war, council estates replaced bombed Victorian terraces in Buckland, Landport and Portsea, and new estates were built at Paulsgrove and at Leigh Park (now in Havant borough, though the city council remains its landlord).

The University of Portsmouth has more than 20,000 students, and a high-rise student block near Victoria Park is under construction. The former HMS Vernon shore base has been redeveloped as Gunwharf Quays, a mixed residential and retail site, and a £600 million harbourside scheme designed by Herzog & de Meuron proposes 1,500 new apartments.
