Fareham is a market town at the north-west tip of Portsmouth Harbour that once made bricks, used to build the Royal Albert Hall, and grew strawberries and other fruit. Major residential development came in the 1960s, and by the 1970s the town had almost reached the surrounding villages. Locks Heath, once a strawberry-growing area, was built up from the mid 1980s, and in the late 1990s Whiteley was developed north of junction 9 of the M27, straddling the boundary with Winchester district.

North of the town, Welborne is a new town planned for 6,000 homes with businesses and community facilities; the first homes were completed in April 2025 and the first residents moved in that October. The borough covers much of the semi-urban land between Southampton and Portsmouth, with the Solent as its southern edge.
