Modern Woking grew from the mid-1860s as the London Necropolis Company sold spare land around the station, and the company later divided Hook Heath into plots for large detached houses. After the Second World War the council built estates at Maybury, Barnsbury and St Mary's Byfleet, London County Council built 1,279 houses and flats at Sheerwater by 1951, and since 2012 high-density flats have been allowed in the town centre, including the two Victoria Square towers.

Around 60% of the borough is Metropolitan Green Belt, which severely limits new building, so former industrial sites such as the Unwins print works at Old Woking have been turned into apartments instead.
